Modular Homes and Granny Flats Bundaberg
Neo Living builds council-approved modular homes and granny flats across the Bundaberg Regional Council area, from Bargara and Elliott Heads to Childers and Gin Gin. Every home is a certified Class 1A dwelling, built in our Gold Coast factory and craned onto your block. Modular, transportable or prefab: ours are council-approved Class 1A homes, not kit homes, and we build and install them ourselves.
Granny flats in Bundaberg
Council’s term is secondary dwelling. It must sit with an existing house, share the driveway and address, and have its own car space.
Most blocks can have one. The planning scheme allows up to 60 m², one per lot, within 20 m of the house if it’s freestanding, and in the Low density residential zone the block needs to be at least 800 m².
Usually no council application. If it meets those rules it’s accepted development: a building approval through a private certifier. Overlays like flood or bushfire can change that.
You can rent it to anyone since September 2022, across all of Queensland.
We check your block and the overlays before you sign anything.
Main homes in Bundaberg
Looking for new home builders in Bundaberg? Plenty of our Bundaberg-region clients build a Neo Living home as their main house on a rural block, a cane-country acreage or a vacant lot in town. Our 240 and 270 Series are Class 1A certified as a primary dwelling, so they suit a first home, a downsizer or a new home on vacant land, and we build and install the whole home ourselves.
Class 1A Complete starts from $179,000, with 1 to 3 bedrooms in a single 20, 30 or 40ft module and 4 to 5 bedrooms by joining modules. See our Class 1A Complete homes.

Why build modular in Bundaberg?
Quicker.
Your home is built in our factory while your site is prepared. Move in about 4 months after council approval, with far less time with trades on your block and no waiting on trades to travel to the Burnett.
Usually cheaper.
One finalised quote after your site assessment, with approvals, delivery, install, QBCC home warranty and the QLeave levy included. Usually cheaper than a site-built home of the same size.
Same home.
The same floor area as a site-built home of that size. Class 1A certified, 7-star energy rated, galvanised steel frame and Colorbond roof.
Same return and cover.
It rents the same as a site-built home (in Queensland a granny flat can be rented to anyone since September 2022), and it has the same QBCC Home Warranty Scheme cover as any licensed builder, structural up to 6 years and 6 months.
Building conditions in Bundaberg
Wind: Bundaberg sits at the edge of Queensland’s cyclone zone (Region C runs along the coast north of Bundaberg). Your certifier sets the wind class for your block. Our 240 Series is built to C3, which covers C2, C1 and every non-cyclonic class below it.
Bushfire: BAL 12.5 standard, BAL 29 with an upgrade. We check the state bushfire overlay for your block.
Soil and footings: screw piles or concrete footings, chosen from the soil classification done at quote stage.
Climate: climate zone 2, warm humid summers and mild winters. 7-star energy rating with double glazing and insulated panels keeps the home cool.
Flood and storm tide: council maps flood areas along the Burnett and storm tide zones for Bargara, Burnett Heads, Elliott Heads, Moore Park Beach and Woodgate. We check these first.
Termites: termite management to the building code is included.

FAQs
-
Most residential blocks can. Council allows one secondary dwelling up to 60 m², within 20 m of the house, with its own car space, and in the Low density residential zone the block needs to be 800 m² or more. If it meets the rules you only need a building approval. We check your block first.
-
Yes. Our 240 and 270 Series are Class 1A certified as a primary dwelling, so council treats them like any new house. Most main homes we build in the region go on rural and acreage blocks, and we join modules for 4 and 5 bedroom homes.
-
Bundaberg is on the boundary. Coastal areas north of Bundaberg are wind Region C. Your certifier confirms the wind class for your site, and our 240 Series is built to C3 so it covers every class below it.
-
Council publishes a flood property report and storm tide maps. We check them at your site assessment and allow for them in the footings and floor height.
